Panel Fabric

How do I stop loose stitching on the underside of voile fabric?
I'm trying to make voile panels but the stitches are loose on the underside of the fabric, I have increased the tension but I still have the proble. Any ideas!?
Do you still get loops if you sew on paper or a firm woven fabric? If so, then there's a problem with the upper tension (dirty, misthreaded, rusty, broken spring, etc.) or you're starting your seams incorrectly or the thread is too heavy for the size needle you're using (thread diameter should be about 60% of needle eye width).
If you're only getting loops on the voile, try paper or embroidery stabilizer above and/or below the fabric to help stop the fabric from moving up and down with the needle motion.
