I bought a backdrop and umbrella lights online

but it doesn't seem like the bulbs are powerful enough. What watt would you recommend for studio lighting (white backdrop)

I wish you had posted more info about your lights, or even a link to exactly what you ordered.

Your lights may actually be fine. I do not know of your experience with using studio lights, but are you using your camera correctly with them? You may need to open your aperture some more. This will make a HUGE difference in the output power required of your lights. In other words, your lights may have plenty of power with your camera at f5.6, but not near enough power for you to use f16.

Also, you can raise your ISO speed or use faster film to make the most of your available light power.

Are you setting your camera on full manual? You cannot use any kind of automatic metering or settings when using studio lights, ESPECIALLY if you are using a white backdrop. The camera meter will expose for the white backdrop and give you too low an exposure setting for the lights. You MUST set your shutter speed and aperture manually. If using digital, it is easy to take test shots and look at the results on your camera monitor until you arrive at a correct exposure level. If using film you will need a light meter to measure the light output to know how to set your camera.
