Halogen Continuous

My low beam and running lights are not working on my Harley-Davidson 1984 FLH shovel head Electra Glide?
The Glide is a dresser with no tachometer and a chrome dashboard. The headlight high beam and running lights along with the spot lamps (passing lamps) work fine. When the low beam is turned on, none of the lights work. Normally the fender lamps would come on along with the tail lamp, even if the low beam was burned out in the halogen headlight bulb. With the low beam position on, a slow "turn signal" type noise is heard--a slow continuous clicking which seems to be coming from below the chrome/dashboard/speedometer housing. Has anyone heard of this type of problem or know how to cure it? Thanks,
I would go to the high/low switch housing first and see what's going on there. You can check there for power and ground to and from the switch and trace the problem down the quickest.
A wiring schematic from the service manual will help.
