Baby Cocoon

Babies in Plastic?!?!?
Ok this has been bothering and I just HAVE to ask. Now that I am expecting my 1st baby I have noticed a huge number of parents with strollers that have a plastic cover totally covering their baby. It's really bizarre to me!! I maybe, might, possibly, could understand on a rainy day, but even then it seems to make more sense to use an umbrella and allow the poor baby some oxygen.
Besides the (obvious to me) reasons for not having your baby inside plastic, like toxicity, lack of oxygen, and just the freakin weirdness of it, why on earth do parents do this?!
Plastic will not block out cold. Umbrellas can block the rain. Babies ought to feel the air on their faces, and have the freedom to look around without being trapped inside a plastic cocoon!
Parents never did this until very recently and clearly we all lived fine without it.
Please explain this to me, I just can not understand it.
I've never seen such a thing and I hope not to. I'm a firm believer in letting your child being exposed to the elements. I have 3 children and none of them (all in their 20's) have never had a serious illness, not even bad colds and I think it's because I never went nuts over germs. We all have to grow tolerance to germs.
I live in the desert and if you put plastic over your baby it would die of heat exhaustion, so I hope that it isn't becoming a trend.
